THEORETICAL AND OBSERVATIONAL PROBLEMS RELATED TO SOLAR ECLIPSES
by Dr. Z. Mouradian, Observatoire de Paris (France) and Dr. M. Stavinschi, Astronomical Institute, Bucharest (Romania)

The first workshop dedicated to the preparation of solar total eclipse observations was held in Sinaia (Romania) in June 1996. The meeting was mainly oriented towards the last solar total eclipse of the millenary on August 11, 1999. This eclipse will run through the European countries from England to Romania and finish in India, the maximum being in Romania.

It was for the first time in the history of eclipse observation that theorists and observers met before a certain eclipse to discuss specific programs and objectives. It was pointed out that ground-base observations of solar eclipses may, provided certain special techniques are used, contribute to a better understanding of solar physics.

The workshop was organized into seven sessions involving 17 invited papers and 26 oral contributions and 29 posters; the proceedings, having the general structure of the Kluwer Academic Publishers (NATO ASI SERIES C494). The posters presented during the workshop will be published in the Romanian Astronomical Journal, Supplement.

The first session was dedicated to the main results obtained in former eclipse observations, which can serve as a basis for future observation programs. The model of small and large scale structures was presented in the second session. The third dealt with the coronal cold structures. During the fourth session specific problems relating to solar eclipse observations were reviewed. The fifth session was devoted especially to the conditions and problems of the 1999 eclipse. A number of instrumental improvements were presented at the sixth session, for use in future obserevations. The last session was devoted to education, and the safety problems, arising from total solar eclipse observation by amateur astronomers. The volume ends with concluding notes from the general discussion.
